NFL 2025-1-3340 - Flight restrictions for the 61st Munich Security Conference (MSC) 2025

The Munich Security Conference (MSC) is one of the most important international meetings in the field of security and defence policy. Due to the high level of protection required for high-ranking politicians, diplomats and military representatives, temporary flight restrictions will be put in place in the airspace over Munich from 13 to 16 February 2025. This measure is being coordinated by the Federal Ministry for Digital and Transport Affairs (BMDV) in cooperation with DFS Deutsche Flugsicherung GmbH and the Bavarian security authorities.

Details of the flight restrictions (ED-R Munich)

1. geographical and temporal extent

  • Lateral boundary:
    • A Circle with a radius of 3 nautical miles (NM) by the coordinates 48°07'59" N, 011°33'53" O (Munich city centre, area of the conference venue).
  • Vertical limit:
    • From the ground (GND) to FL100 (10,000 feet above sea level).
  • Activation times:
    • Start: 13 February 2025, 06:00 UTC
    • End: 16 February 2025, 18:00 UTC

2. type of flight restrictions

Within the defined area all flights prohibitedincluding:

  • Private and sports flights
  • Drone and model aircraft operations
  • Unmanned aerial systems (UAS)

Exceptions apply exclusively to:

  • State aircraft in connection with the security conference
  • Police flights or on behalf of the police
  • Rescue and disaster control flights
  • Ambulance flights
  • IFR flights (instrument flight rules) above 5000 feet MSL

3. communication and authorisation requirement

Transit authorisations in accordance with §17 LuftVO are not issued.m of the airspace structure and detailed flight preparation are essential in order to ensure safe and smooth flights.

VFR flights (visual flight rules) within the restricted area must be registered in advance with the Bavarian Police Helicopter Squadron.

Registration takes place via Frequency 135.600 MHz ("Police Info") before entry.

During the stay in the restricted area, a permanent radio readiness on this frequency is required.
