Flight restriction area „ED-R Ramstein“
The Flight restriction area „ED-R Ramstein“ is recognised for the period from 07:30 UTC until 19:00 UTC on 12 October 2024 activated. This area has a geographical extent defined by coordinates between 49° 29′ 55″ N and 7° 25′ 00″ E, with a vertical limit from the ground (GND) to a height of FL100 (approx. 10,000 feet).
The affected area includes an important airspace that will be closed to civil aircraft movements during the conference in order to minimise potential safety risks from the air.
Affected flights and exceptions
In this area all flights, including the operation of drones and model aircraft, prohibited. However, exceptions apply to certain categories of flights, including
- State aircraft, which are directly related to the Ukraine conference.
- Flights according to instrument flight rules (IFR) above 3,600 feet MSL, whereby alternate procedures (Y/Z flight plans) are not permitted.
- Flights to and from Ramstein (ETAR) as well as inserts of the German Armed Forces.
- Police flightsand Rescue and disaster control operations and Ambulance flights.
All authorised flights under visual flight rules must be registered in advance with the Rhineland-Palatinate State Police and authorised by them. The flights are subject to a permanent listening watch on the frequency 135.600 MHz („Police Info“) to ensure that they can maintain contact with the relevant authorities at all times.
Radio communication and transponder obligation (RMZ/TMZ Ramstein)
In addition to the flight restrictions, a Radio and Transponder Mandatory Zone (RMZ/TMZ) for the airspace around Ramstein. This zone has a radius of 30 nautical miles and extends from GND to FL100. Within this zone, all aircraft are obliged to report their position and flight intentions on the frequency 135.600 MHz and the transponder code A3777 to send.
Exempt from this regulation are, among others:
- Bundeswehr flights and flights of the allied forces.
- Police flights as well as rescue and disaster relief flights.
