NFL 2024-1-3234 - Temporary flight restrictions on the occasion of a state visit to Berlin: "ED-R Humboldt"

On 4 October 2024, the Federal Ministry for Digital Affairs and Transport issued an official announcement imposing temporary flight restrictions in the Bremen flight information region on the occasion of a state visit to Berlin. These measures are aimed at ensuring the safety of the state guest during the visit. The flight restrictions will take effect in an area known as "ED-R Humboldt" and affect both manned and unmanned aircraft systems.

Details of the "ED-R Humboldt" flight restriction

The flight restrictions apply in the period from 10 October 2024, 10:00 a.m. UTC until 13 October 2024, 22:00 UTC. Affected is an area with a radius of 30 nautical miles (NM) around the point 52° 31′ 34″ N, 013° 22′ 20″ O (approximately in the centre of Berlin). The vertical boundary extends from ground level (GND) to FL100 (flight altitude of approx. 10,000 feet).

Exceptions and regulations

All flights are prohibited in the restricted flight area described, including the operation of model aircraft and unmanned aerial systems. However, there are certain exceptionsthat authorise flights in connection with safety and rescue measures. Excluded from the restriction are, among others:

  • Mission flights the federal police, the state police forces and the Bundeswehr.
  • State aircraft and flights directly related to the state visit.
  • Ambulance and rescue flights and disaster control operations.
  • Flights according to instrument flight rules (IFR)that meet ICAO standards and have received special authorisation from the police.

Unmanned aerial systems (e.g. drones) may be operated within a radius of more than 10 NM around the central point, but only in compliance with the maximum flight altitude of 120 metres above the ground and the regulations of the Air Traffic Regulations (§21h LuftVO).

Security and control

All flights that receive an exemption authorisation are obliged to a permanent radio connection on the frequency 135.600 MHz ("Police Info") to be maintained. They must also be registered with the Berlin State Police and authorised by the latter. General transit authorisations will not be issued during this time.

The Berlin State Police is responsible for changes to the restrictions, in particular if the temporal effectiveness or the vertical extension of the area changes. Up-to-date information can be obtained via the Flight information service Langen on the frequency 132.650 MHz can be called up.
