However, halons have a decisive disadvantage: they are considered to be extremely <strong>ozone-depleting<\/strong> and also contribute to the <strong>Greenhouse effect<\/strong> with. Their production has been banned within the EU since 1994, but exemptions in aviation continued to apply - partly due to the lack of equivalent alternatives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With the increasing development and availability of <strong>halon-free extinguishing agents<\/strong>in particular to <strong>Hydrofluoroolefin (HFO)<\/strong> or <strong>CO\u2082 basis<\/strong>this special regulation is no longer tenable. The March 2025 updated <strong>Guide to the halon replacement strategy<\/strong> (published by EASA and DG CLIMA) specifies how the changeover is to take place.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Who is affected?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The regulation concerns <strong>all aircraft<\/strong> within the EU - regardless of size, intended use or authorisation status:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>EASA-certified aircraft and helicopters<\/li>\n\n\n\n<li>national aircraft according to <strong>Annex I<\/strong> the EU Basic Regulation (e.g. historic aeroplanes or amateur-built aircraft)<\/li>\n\n\n\n<li>operators outside the commercial aviation sector, i.e. <strong>Private owner<\/strong> and <strong>Clubs<\/strong><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Responsibility for the conversion lies with the <strong>Aircraft owners and operators<\/strong>. Violations may result in future operating restrictions or complaints during the airworthiness review.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">What exactly is regulated?<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Deadline:<\/strong> From the <strong>31 December 2025<\/strong> may <strong>No portable fire extinguishers containing halon<\/strong> may no longer be carried in aircraft.<\/li>\n\n\n\n<li><strong>Stock exceptions:<\/strong> These will finally expire at the end of 2025 - there are <strong>No extension<\/strong> the previous exception for cabin fire extinguishers.<\/li>\n\n\n\n<li><strong>Operating instructions:<\/strong> The <strong>Minimum number<\/strong> and <strong>Positioning<\/strong> of fire extinguishers is still based on the aircraft type, manufacturer's specifications and applicable operating regulations (e.g. NCO.OP.130).<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">How is the conversion carried out?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The switch to halon-free alternatives is not only a technical challenge, but also a <strong>Regulatory measure<\/strong>. The replacement of a fire extinguisher is a <strong>Intervention requiring modification<\/strong>which requires different authorisation procedures depending on the aircraft class and certification:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Permitted routes for installation:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A <strong>Service Bulletin<\/strong> of the aircraft manufacturer<\/li>\n\n\n\n<li>A <strong>Supplemental Type Certificate (STC)<\/strong> by a third-party provider<\/li>\n\n\n\n<li>One <strong>\"Minor change\" authorisation<\/strong> by the competent authority<\/li>\n\n\n\n<li>A <strong>Standard Change according to CS-STAN<\/strong>e.g. <strong>CS-SC108a<\/strong>, for certain aircraft in general aviation<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Note:<\/strong> For many common aircraft types (e.g. Cessna, Piper, Diamond) there are already approved kits or instructions for retrofitting. It is important that the new fire extinguisher <strong>in the sample manual and the maintenance documentation<\/strong> is entered and the respective <strong>Complies with authorisation requirements<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Recommendation: Act now!<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">CAMOs (Continuing Airworthiness Management Organisations), CAOs (Combined Airworthiness Organisations) and approved <strong>Maintenance companies<\/strong> should be contacted at an early stage in order to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Technically suitable replacement extinguishers<\/strong> to identify<\/li>\n\n\n\n<li>the <strong>Authorisation of the exchange<\/strong> for the respective aircraft<\/li>\n\n\n\n<li>the <strong>Correctly document installation<\/strong><\/li>\n\n\n\n<li>possible <strong>Delivery times<\/strong> and <strong>Costs<\/strong> Realistic planning<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Operators should also clarify whether the manufacturer has already <strong>halon-free fire extinguishers<\/strong> is listed as standard equipment in the IPC (Illustrated Parts Catalogue) or AMM (Aircraft Maintenance Manual). This can simplify the process considerably.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Technical alternatives: What is authorised?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Some proven halon-free fire extinguishers for aviation are based on:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Novec 1230<\/strong> (carbon fluoride with low global warming potential)<\/li>\n\n\n\n<li><strong>CO\u2082<\/strong> (in small pressurised containers for cockpit use)<\/li>\n\n\n\n<li><strong>HFC-227ea<\/strong> (e.g. FE-36, not halon-free, but halon-reduced - only permitted to a limited extent in future)<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Make sure that the new extinguisher:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>authorised<\/strong> (TSO-certified or equivalent)<\/li>\n\n\n\n<li><strong>extinguishing effect<\/strong> (suitable for electronic fires \/ class C)<\/li>\n\n\n\n<li>and <strong>Mechanically suitable<\/strong> (bracket, weight, size).<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Conclusion: small measure, big impact<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The elimination of halon in aviation is a small but significant step in the direction of a <strong>more sustainable and environmentally friendly aviation<\/strong>.
