Sporting events in football stadiums in particular require coordinated cooperation between the police, aviation authorities and air traffic control. Such a mechanism was activated for the Europa League match in Freiburg. The relevant sections of the German Air Traffic Regulations form the basis for the arrangements.

ED-R „Freiburg“: Area with flight restrictions

The centrepiece of the measures is the establishment of a restricted flight area, which will be closed to general air traffic for the duration of the event. The most important features:

Spatial expansion

The area is defined as a circle with a radius of 3 NM around a fixed coordinate point. This area includes the city of Freiburg and the area surrounding the stadium.

Vertical limit

The restriction applies from the ground (GND) to flight level 100, which means that helicopter and microlight flights as well as unmanned systems are also included.

Temporal effectiveness

The closure is scheduled for 22 January 2026 from 14:45 UTC to 22:00 UTC, covering the arrival, event and departure phases.

Type of restrictions

All flights are prohibited in this area, including the use of drones and model aircraft. Only the following remain authorised:

Mission flights by the police, Bundeswehr and federal police

Rescue and disaster control flights

Ambulance flights

certain special state flights in connection with the event

IFR flights, provided they fulfil safety standards in accordance with international regulations

Special operational purposes such as training, photo or survey flights are expressly excluded. There are no VFR transit flights requiring authorisation; transit permits are not issued.

Violations of these restrictions are prosecuted under criminal law, as this is a security measure.

RMZ/TMZ „Freiburg“: Radio and transponder obligation in the extended environment

Parallel to the restricted zone, a large airspace area with radio and transponder obligation will be established. This area is used for airspace surveillance and is located outside the ED-R.

Spatial expansion

The defined area describes a circular arc with a 12 NM radius around the same reference point and runs partly along the German-French border. The combination enables monitoring of the extended traffic area in the Upper Rhine region.

Vertical limit

Here too, the range of effectiveness extends from GND to FL100.

Temporal effectiveness

The RMZ/TMZ applies in the same time window as the ED-R and complements it operationally.

Requirements for VFR flights

Aircraft must:

Establish radio contact with POLICE INFO

Transmit the transponder code A3773 (or alternative code if assigned)

submit an initial report before entry

Maintaining hearing readiness during the stay

report the excursion

IFR flights are not affected by this, as they follow a different traffic flow anyway.

Rescue and police flights, ambulance flights and certain government missions are also exempt. Model aircraft and drones are only exempt up to 120 metres above ground level.

Impact on general aviation

There are several practical consequences for pilots:

VFR sightseeing flights, charter and private flights must be planned in advance to take ED-R and RMZ/TMZ into account.

Entry without radio contact or without transponder operation is not permitted, which particularly affects older aircraft without Mode A/C/S transponders.

Flight schools should avoid the area during the time window, as school and training flights are not authorised.

Unmanned flight operations are practically impossible both in the restricted area and in the extended surveillance area.

International commercial pilots and IFR aircraft will still be able to fly at upper altitudes, provided that safety standards are met.

Source references:
NFL (the link requires a subscription to Eisenschmidt)

On 22 January 2026, there will be extensive temporary restrictions for air traffic in south-west German airspace.
