NFL 2025-1-3441 - Temporary flight restriction over Rostock: New ED-R zone for military operations in June 2025

With effect from 30 May to 6 June 2025, the Federal Ministry for Digital and Transport Affairs (BMDV) has established a temporary flight restriction area in the Bremen flight information region. The corresponding order was issued on the basis of Section 17 (1) sentence 2 of the German Air Traffic Regulations (LuftVO) and concerns an area north of Rostock. The announcement was made via the Notices to Airmen (NfL 2025-1-3441) and supplements the existing flight restriction areas in northern Germany. The new area is called "ED-R Rostock" and is presumably related to a military exercise or a specialised operation of the German Armed Forces.

Objective of the measure: Protection during special flight operation phases

Temporary flight restrictions such as ED-R zones ("Restricted Areas") are a tried and tested means in Germany and Europe of Spatially secure special aviation activities. Whether the specific case involves military manoeuvres, special flight tests or aviation security measures is not explained in detail in the announcement itself. Due to the explicit exemptions for military and state aircraft however, it is very likely that it will be used in connection with the Bundeswehr.


Technical details of the Zone ED-R Rostock

Lateral limitation:

  • Centre: 54°15′27″ N, 12°10′10″ O
  • Radius: 1 nautical mile (approx. 1.85 km) around the reference point

Vertical limitation:

  • Ground (GND) to 1,000 feet above ground level (AGL)
    → This corresponds to a height of around 300 metres above the ground

Temporal effectiveness:

  • Start: 30 May 2025, 00:00 UTC
  • End: 6 June 2025, 23:59 UTC
    → Validity over a period of seven days

Flight operations within the ED-R area

All flights are prohibitedincluding:

  • manned VFR and IFR flights,
  • Flights with model aircraft,
  • Operation of drones (UAS, Unmanned Aircraft Systems).

Excluded from the blocking are:

  • military aircraft and those on behalf of the Bundeswehr,
  • State aircraft (e.g. government or diplomatic aircraft),
  • Police flights,
  • Rescue and disaster control operations,
  • Ambulance and medical emergency flights.

Important: There are No possibility of through flight authorisation for civil aircraft within the restricted period. Flights must reschedule the airspace over a wide area.
