NFL 2025-1-3382 - Temporary flight restriction over Peenemünde: Airspace closure for research project

The Federal Ministry of Digital and Transport Affairs has issued a temporary airspace restriction over the ED-R Peenemünde area in the Bremen flight information region. The measure comes into force on 24 February 2025 and is valid until 31 December 2025. The restricted airspace serves as a protective measure for an ongoing research project that is being conducted during this period. All non-participating aircraft, drones and model aircraft are not permitted to fly in the area.

Details of the flight restriction

Spatial limitation

The restricted area extends over the following coordinates:

  • 54°10'15 "N 013°41'37 "E
  • 54°20'26 "N 013°47'26 "E
  • 54°20'08 "N 013°53'04 "E
  • 54°07'17 "N 013°55'30 "E
  • 54°06'08 "N 013°52'15 "E
  • 54°08'35 "N 013°43'30 "E
  • 54°10'15 "N 013°41'37 "E (Closure of the area)

The area thus comprises a Regional zone over the Baltic Sea near Peenemündea location with a long history in the field of aerospace research.

Vertical limit

The flight restriction applies from the ground (GND) up to an altitude of 5,000 feet MSL (approx. 1,524 metres above mean sea level).

Period of utilisation

The flight restriction is divided into three phases:

  • 24 February 2025 - 29 March 2025: daily from 07:00 to 17:00 UTC
  • 30 March 2025 - 25 October 2025: daily from 06:00 to 18:00 UTC
  • 26 October 2025 - 31 December 2025: daily from 07:00 to 17:00 UTC

The Actual activation of the airspace restriction is NOTAMs (Notice to Airmen) to inform pilots about current utilisation times.

Who is authorised to use the airspace over Peenemünde?

Within the defined airspace all flight movements prohibited in principlewith the exception of aircraft directly involved in the research project.

The following aircraft are after prior authorisation exempted from the restrictions by the competent air traffic control centre:

  • State aircraft
  • Mission flights of the armed forces
  • Police flights
  • Rescue and disaster control flights
  • Ambulance flights

For all other aircraft, including private and commercial flights and dronesthere is an absolute ban on flying. Transit authorisations in accordance with §17 LuftVO are not issued.

Background to the research project

Although no precise details of the research project were given in the official announcement, Peenemünde is a site steeped in history, which has been used in the past for Military and civil aerospace research was used. Possible tests could relate to aerodynamic investigations, new aviation systems or unmanned flight technologies refer.

Similar flight restrictions have been imposed in the past for Drone tests, rocket launches and military trials imposed. Due to its proximity to the Baltic Sea, the research project could also include maritime or satellite-based applications.
